Jenny Rosenberg Moderates Opening Panel During ABA's Annual Air and Space Law Update Conference2/24/2021
Washington, DC - Today, JTR Strategies Founder Jenny Rosenberg moderated the opening panel for the ABA Forum on Air and Space Law: 2021 Virtual Update Conference. The panel titled, "How Will Congress and the Biden Administration Move Aviation Policy Forward in 2021?" A detailed memo and background on the panel can below. The panel reviewed and analyzed federal legislative measures that addressed the impact of COVID-19 on the aviation industry including the Payroll Support Program (PSP) which was included in H.R. 748, the CARES Act, and H.R.133 the Consolidated Appropriations Act of 2021. Panelists also discussed the latest proposal for airline, contractor, manufacturer, and airports assistance in the Biden administration’s stimulus package, and whether more aid will be needed in late 2021. In addition, panelists will discuss the possibility of a major federal infrastructure investment in the coming years, progress on the implementation of the FAA Reauthorization Act of 2018, and new entrants in aviation. In this role, Gen. Gibson will advise clients on an array of issues surrounding the safe and secure operations of unmanned aircraft systems (UAS) in both governmental and commercial areas of operations, counter UAS operations, NextGen, pilot training, and government contracting.
Gen. Gibson has more than four decades of extensive aviation experience and is a renowned expert in UAS integration. He brings a unique depth of experience from working in the federal government as a senior military officer focused on homeland aviation security issues following 9/11, and later serving as the Senior Advisor to the FAA for UAS Integration where he was Chair of the Interagency Executive Committee (EXCOM) for UAS integration and related security issues. In his position as the FAA Senior Advisor for UAS Integration, Gen. Gibson was involved in many of the early UAS regulatory initiatives that are now coming to fruition today. Recently, Gen. Gibson was the President and CEO of NUAIR (the Northeast UAS Airspace Integration Research Alliance, Inc.) in Syracuse, NY – one of seven federally designated UAS test sites in the US. In that role, Gibson directed the organization’s efforts to safely integrate UAS in the Northeast and Michigan, and provide testing opportunities for Advanced Air Mobility (AAM) and eVTOLs (electric vertical takeoff and landing aircraft). “I am excited to announce the addition of Hoot Gibson as Senior Advisor.
