Former Obama administration USDOT and L.A. Metro Official Ryan Lynch Joins JTR Strategies as Senior Associate
Washington, DC – JTR Strategies (jtrstrategies.com), a boutique Washington, DC-based lobbying and public affairs consultancy founded in 2017 by former Obama administration and Capitol Hill veteran Jenny Rosenberg, announced that Ryan Lynch has joined the firm as a Senior Associate. In this role, Ryan will support JTR Strategies in client services at the federal, state and local levels with a focus on transportation and infrastructure, coalitions, public affairs, and the growth of JTR Strategies’ west coast presence.
An Obama administration appointee and former Los Angeles Metropolitan Transportation Authority (L.A. Metro) official, Ryan brings a wealth of experience in transportation and politics to JTR Strategies.
Ryan served for eight years in various roles at the U.S. Department of Transportation (DOT) under former Secretaries Ray LaHood and Anthony Foxx. At the Federal Transit Administration (FTA), Ryan focused on the successful implementation of the American Recovery Act and managed strategic outreach with transit organizations, industry leaders, and state and local elected officials nationwide. Ryan also spent several years in the Office of the Secretary, leading a team that focused on promoting multimodal and interagency transportation and infrastructure initiatives in the US and abroad.

While at L.A. Metro, Ryan led high-profile public affairs initiatives to change the perception of Los Angeles as “just a car city” and highlight more equitable access for all communities to transportation options. Additionally, Ryan worked with agency senior leadership, local elected officials, and community stakeholders to build support for, and increase usage of, various modes of public transportation in Los Angeles.
