Whether it’s about drones, introducing new air services to communities, promoting a new drug therapy or women’s health issue – Jenny Rosenberg helps her client partners by ensuring that their message is thoughtfully developed, and communicated clearly and concisely to key influencers on Capitol Hill, the Executive branch, stakeholders, and the media. 
JTR Strategies helps clients in a range of capacities, both long-term and project based, including the following:
  • message mapping and development of a key opinion leader and key reporter outreach plan; 
  • communications support for a product or service launch; and
  • providing tactical communications support to a legislative or regulatory effort at the federal, state or local level to advance an aviation or health care issue through stakeholder coalitions, third-party validators, key influencers, and the media. 
 

Government Oversight

Having worked on the primary House investigative and government oversight committee, the House Committee on Oversight and Government Reform, where she helped to create uncomfortable situations for targeted industries and government agencies, as well as on the crisis management side, where she worked on behalf of the FAA to mitigate communications crises, Jenny Rosenberg has driven positive results in the klieg lights of the nation’s capital. Having seen companies pay the price on Capitol Hill for weak public and political support, Rosenberg is uniquely able to advise clients on strategies to buttress their brands and reputations whether they are going through, or have already gone through, the Washington gauntlet. 

Additionally, as lead communications strategist during the closing years of iconic Senators Robert C. Byrd (WV) and John D. Rockefeller IV (WV), Rosenberg honed the processes and tactics it takes to create lasting legacies – or in the parlance of Washington, DC – enduring brands and reputation for some of the most noteworthy policymakers of the last century.

Rosenberg’s work for clients in this area includes:
  • congressional hearing preparation;
  • planning and execution of a multi-dimensional communications strategy that steers clients through a crisis that takes into account all of the client’s stakeholders to protect the brand and enhance its reputation once operations return to normal; and
  • working in concert with government affairs effort to proactively conceptualize, develop and promote a positive brand identity for a client or its leadership.

Jenny Rosenberg is an internationally recognized leader for strategic and crisis communications in public health and healthcare. Jenny served for more than a decade in senior-level policy and communications positions in the Obama Administration and Congress.

Previously, Mrs. Rosenberg was Director of Communications to former U.S. Surgeon General Dr. Regina Benjamin and former U.S. Assistant Secretary for Health Dr. Howard Koh. Her broad experience as a regulator, policymaker and communications expert brings a comprehensive, multifaceted approach to enhancing public awareness over critical health issues.

Jenny's accomplishments include the following:
  • Executive Director, CARE About Fibroids
  • ​Director of Communications for the U.S. Surgeon General and the Assistant Secretary for Health, and top strategic communications advisor to top HHS public health spokespersons.
  • ​Coordinated strategic communications, stakeholder engagement, social media and public information campaigns for 12 public health offices, 10 regional offices, and 14 presidential and secretarial advisory committees.
  • Led communications efforts for HHS on all public health campaigns including tobacco control, obesity, reproductive and women’s health, minority health, and adolescent health.
  • Worked closely with healthcare stakeholders including Campaign for Tobacco Free Kids, American Cancer Society, Black Women’s Health Imperative and Viacom.
  • Successfully executed health promotion and awareness campaigns around health disparities, minority women and maternal health, National Women’s Health Week, World Breastfeeding Week, launched the U.S.-China Strategic Partnership on Smoke-Free Worksites, obesity among adolescents and adults, minority women and heart disease, and National Teen Pregnancy Prevention Month.
  • Served as Director of Communications for the U.S. Senate Finance Subcommittee on Health.
